INTERNATIONAL LABOUR CONVENTIONS

1. The Instruments listed in your Saving Telegram under

reference span a period of some 55 years. It will be

appreciated that over this period procedures have varied

from time to time to take account of changes in the Con-

stitution of the International Labour Organisation. For

example, Conventions Nos 1 16 inclusive were not the

subject of Command Papers but of Orders in Council only.

These orders merely sought to obtain the approval of the

Privy Council for Instruments of Ratification to be

deposited with the League of Nations and no statement was

made in regard to HHG's attitude to the Convention which
