MINISTERIAL VISITS COMMITTEE, THURSDAY 20 JUNE

1.

The Committee is to hold its next meeting at 3.00 pm

on Thursday 20 June. I attach copies of the completed

proformae which we have sent direct to P & CD. They set

out the position as regards visits to and from the countries

for which Far Eastern Department is responsible.

One or

two of these require a little additional explanation.

JAPAN

Last year's round of the annual Anglo-Japanese

Ministerial Consultations took place during Mr Tanaka's

visit to this country in October. A submission recommending

that the Secretary of State should visit Japan for this

year's talks was made on 4 April, but the Secretary of State

minuted that this was "very dubious". When this was raised

with him by the Japanese Deputy Prime Minister, Mr Miki, on

9 May the Secretary of State said that a visit this autumn

as proposed would be difficult to arrange. We have

therefore submitted separately a recommendation that if he is

unable to go, the Permanent Under-Secretary might visit Japan

in his place.

3. In the last paragraph of a recent letter to Mr Evans,

Sir F Warner has said that we ought to encourage other

Ministers to visit Japan. He suggested the Chancellor of

the Exchequer. We have spoken to the Treasury about this,

and they have consulted Mr Healey informally. He has
