Further to my submission of 3 June, SWFD are suggesting that Lord Goronwy-Roberts should visit Fiji about the middle of October. If he is to visit Hong Kong it would obviously be sensible to combine the two. But I gather from Lord Goronwy-Roberts's office that he may be reluctant to visit Hong Kong, and the possibility of an election also adds to the uncertainty. I have mentioned the possibility to the Governor and he may have a word with Lord Goronwy-Roberts personally. For the time being we should do no more than put down a marker which should perhaps not be recorded by the Ommittee.

2. The Committee may also wish to note that Miss Lestor is likely to be tied up with the Seychelles Constitutional Conference from

about 21 October to 1 November.
