expressed interest in the idea, and has asked to see
Sir Fred Warner to discuss it further when the latter is on
leave. Sir Fred Warner arrives in the UK on 19 June and
will call on Mr Healey on the 28th.

During Mr Miki's visit to this country in May he
suggested that Mr Crosland might visit Japan in 1975 to
inaugurate an annual series of Anglo/Japanese Ministerial
Consultations on the environment. Mr Miki has now written
to Mr Crosland formally putting this proposal to him.
Mr Crosland will reply, accepting the invitation in principle
but leaving the dates to be settled later. Mr Haskell's
submission of 13 June refers.
5. You may also recall that the Japanese Prime Minister,
Mr Tanaka, expressed the hope that the Prime Minister would be
able to visit Japan when they met at President Pompidou's
funeral in Paris on 6 April. The Prime Minister said that he
would like to visit Japan again in due course. No action on
this has, however, yet been taken, nor is any contemplated in
the near future. Consequently, we have made no reference to
it in the completed proforma.
CHINA
6. The Chinese issued their invitation to the Minister of
Posts and Telecommunications in the last Government as a return
for a visit to this country in August 1971 by Mr Chung Fu-hsiang
then Director (now Minister) of Telecommunications.
