In general, I think the Minister would welcome a minimum of socialising and large-scale meetings, and a maximum of seeing how your government operates on the ground.
Lord Goronwy-Roberts very much hopes to bring his wife with him, and we are seeking approval for this. We shall let you know as soon as the Prime Minister's approval is obtained for the visit as a whole, and would welcome your advice on when an announcement should be made.
I shall also be accompanying the Minister.
