LORD GORONWY-ROBERTS' VISIT IN JANUARY
As Lord Goronwy-Roberts promised in our telegram No. 974, I am now writing with some initial ideas based on the Minister's own wishes for items which might be included in the programme. These are not meant to be exhaustive and he would, of course, welcome your advice. We propose at the moment, if this is convenient to you, to arrive in Hong Kong on 11 January and to leave for Manila on the morning of 17 January.
Resettlement. The Minister would hope to be able to see something of the resettlement programme, perhaps on a "before and after" basis. Would it perhaps be possible for him to see the squatter area near the Walled City (and, hopefully, the Walled City itself, though you would want to consider any possible political implications) followed by a visit to a resettlement estate? No doubt it would be useful to have talks with the Secretary for Housing as well. Labour. The Minister would like to have a meeting, presumably with the Commissioner of Labour, to discuss the application of the ILC conventions, and labour legislation gencrally. He would also hope to have some contact with representatives from the Trade Union side, although I am not clear exactly whom he could see.
Education. The Minister would very much like to visit the Chinese University. He met the Vice-Chancellor at the Hong Kong Association Dinner earlier this year. He would alou like to talk with the Jirector of Education, and perhaps to visit a school if this were practicable.
