MINISTERIAL VISITS COMMITTEE

This Committee is to hold its next meeting at 3.00 p.m. on Wednesday 20 November.
2. I attach a copy of the visits pro forma which HKIOD completed and sent to P&CD at the end of October, which I have now amended
to take account of the changes outlined below:-
Outward Visits

Hong Kong
Parliamentary commitments will now make it impossible for Lord Goronwy-Roberts to visit Hong Kong before the end of the year. He has therefore asked the Governor (FCO telno. 974 of 11 November)
whether it would be convenient for him to visit the colony around 12 January for about five days. The Governor has replied that he would prefer 19 January, but Lord Goronwy-Roberts's office have told me that the original dates must stand. The visit may now be regarded as firm.
4. A possible visit by the Secretary of State in May 1975, accompanying Her Majesty The Queen, was included at the suggestion of the Private Office. But no firm arrangements have yet been made, so this visit too must remain tentative.
Seychelles
5. As you know there is some possibility that the Minister for Overseas Development might visit the Seychelles. But no dates have yet been discussed.
Inward Visits
6. The informal Constitutional and Aid talks on the Seychelles, tentatively put down for November or December 1974, will not now take place. But it is still advisable to provide tentatively for a Seychelles Constitutional Conference, which will require the presence in London of an FCO Minister, during or around March 1975. 7. I have addressed this submission to Mr Larmour in compliance with the request in Sir D Watson's minute of 8 November, but
