5.
(c) To encourage, promote and undertake research into
all aspects cf the drug traffic, drug taking and the treatment and rehabilitation of drug dependants with a view to providing a scientific basis for further action and to ensure the dissemination of this research material to the appropriate agencies and interested people.
(d) To keep under review, with regard to their scope and effect, programmes undertaken by Government and voluntary agencies, to suggest and assist further development of these activities and to initiate and implement projects which the Committee considers necessary but which cannot be undertaken by these
agencies.
(e) To draw the attention of the authorities to official
policies or laws which, in the opinion of the Committee, should be changed in order to realise the aims and objects set out above and to make recommendations.
The Government Departments and other organisations represented on A.C.A.N. have been increased over the years by three, namely the Colonial Secretariat, the Hong Kong Magistrates' Association and the Hung Kong Psychiatric Association. Dr. the Hon. Sir Albert Rodrigues, C.B.E., E.D., J.P., has been
the Chairman throughout. Thus today the total membership is twenty including the Chairman.

The Terms of Reference of the Education and Publicity Sub-Committee remain unaltered. However, the membership of the Sub-Committee has been increased by the addition of representatives from the Colonial Secretariat, the Medical and Health Department, the Hong Kong Commercial Broadcasting Company Ltd., the Hong Kong Television Broadcasts Ltd., Radio Hong Kong and the International Advertising Association (Hong Kong Chapter).
