membership in terms of people is now fourteen, an increase of

eight over the membership of the Sub-Committee as originally

constituted. The Rev, K.L. Stumpf, 0.B.E., has been the Chairman

from the outset.

In May 1972 the Deterrents Sub-Committee and the Illicit

Traffic Sub-Committee were merged into one under the former title

with Terms of Reference as follows :-

(a) To consider :-

(i)

the principal sources and methods of smuggling

in or out of Hong Kong, local manufacture,

distribution and sale, of drugs of abuse;

(ii)

the methods of taking the principal drugs of

abuse;

(iii)

the existing law covering such matters in Hong

Kong and experience in its enforcement;

(iv)

the laws of other countries facing similar problems of drug abuse.

(b) In the light of these considerations and possible

public reactions to advise A.C.A.N. whenever the law

requires amendment or particular action is required

to improve social deterrents to drug trafficking and

drug abuse.

(c) To review the enforcement of deterrent laws and to

advise 4.C...N. if enforcement appears to be unco-

ordinated or ineffective.
