Duties and Responsibilities of Regional Deur "Control Advisera

Under the general direction of the Director of the Tnited Nations Division of Narcotic Drugs, the regional adviser will be required:-
(i) to study the situation in his region as regards. legislation,
administration, the lawful production, import, manufacture and distribution of drugs liable to abuse, and illicit production and/or trafficking, in order to build up a full and detailed knowledge of the position in the region and of the weaknesses: encountered, with a view to proposing remedial measures;
(ii) to advise the Governments in his region generally. about appropriate
policies of drug abuse control in the context both of their national needs and the international significance, of their
policies;
(iii) to suggest improvements in national legislation and administrative
machinery, and promote internal co-ordination;
(iv) to become familiar with police and customs training schools in his
region, advise on the introduction of new programmes of instruction

on drugs of abuse, and maintain constant liaison with the staffs of those institutions;

(v), to examino technical support services, such as laboratories for the
identification of drugs, and make recommendations wherò nocessary for their strengthening, in consultation with the United Nations Division of Narcotic Drugs;
(vi) to provide information as required on the world drug situation,
the latest development in international control, comparative legislation, training methods, law enforcement equipment and techniques, and the like:
(vii) to foster bilateral and international co-operation, particularly.
among the Governments of the region;
(viii) to promote regional co-operation by encouraging or arranging
meetings of officials, their attendance at other countries' training courses, exchange visits, conferences, regional seminars, etc;

(ix) to assist Goverments in seeking any regional external assistance"
for their proginiummes of drug abuse control; -
(x) to advice on the award of regional and interregional fellowships
including those given for attendance at the Central Training Unit, and help to arrange for any necessary specialist training or other advanced courses; and
(xi). at all times to provide a means of liaison at the technical level between the governmont services in his region and the United Nations Division of Narcotic Drugs.
