The Secretary-General of the United Nations presents his compliments to

and has the honour to state that the United Nations Commission on Narcotic Drags, at its twenty-fourth session, concluded on 21 October 1971, endorsed a World Plan, prepared by the Secretary-General, for Concerted Action against Drug Abuse. The Plan was published as Document E/CN.7/539, Parts I and II, dated 27 July 1971, and was transmitted to His Excellency's Covernment before the session in question.

In implementing the Plan the Secretary-General proposes to assign a number of drug control advisers to different parts of the world in order to promote regional and international co-operation in the struggle against drug abuse and to organize seminars and training, eçursos, cń a regional and national basis, if necessary, for law enforcement officers, drug control administrators and advcutors'. The advisers would also study with Governments their needs for fellowships in the different fields of drug abuse control. The Secrutary-General desires to add that the advisory service would have no financial consequences for His Excellency's Government.

The Sodrecioy-General has the honour to zeruest that is Excellency's Government may indicate by 31 December 1971 to the Director of the Division of Narcotic Drugs, Unitel Nations Office at Conava, whether the Government would wish to avail itself of the service proposed. The Rosident Representative of the United Nations Development Programma has been asked to furnish any further information that is Excellency'a' Government may roquire.
