Doscription of Projects Regional Drug Control Adviser,

It is considered desirable that assistance to Governments to control, drug abuse and trafficking should be given by an adviser who is familiar with national conditions, organizations and officials, so that his advice may be fitted into what is already being done and full use is made of existing staff and facilities.

The regional adviser will accordingly be resident in his region and will be expected to act as a source of information and advice to the Governments to which he is accredited about the international control as a whole, action being taken in the region and elsewhore to combat drug abuse and trafficking, and appropriate lines of policy and programmes. addition he will give advice about legislation, organization, administration, information and law enforcement concerning drug abuse and trafficking, and. will generally assist Governments in seeking any external assistance required for the implementation of their programmes. He will also be responsible for liaison between the Governments and the Division of Narcotic Drugs and the specialized agencies on technical matters. For particularly tochnical questions or on matters where extra help is required ho will be inforowd en renewrary by visiting missions or chort-term specialios consultants.
He will also be concerned with various aspects of training of law enforcement officers in methods and organization to combat illicit traffic, particularly as regards the introduction of fresh material and fresh information. He will arrango for the holding of more advanced regional coursea and seminars, and will finance the attendance of officers from other countries in his region at them by the award of United Nations regional fellowships.. Qualified instructors. and discussion leaders will be found wherever possible within the region and their attendance will be secured by their appointment as short-term consultants. Regular technical information and support will be available from the Division of Narcotic Drugs. In addition the adviser will be able to recommend the provision on a limited scale of emergency logistic support for the more efficient performance of their duties by government officials.
He will-organize as required United Nations conferences in his region on various aspects of the problems presented by drugs of abuse, and attend international conferences in his region as considered appropriate.
