The Secretary-General of the United Nations presents his compliments to the Permanent Representative of the United Kingdom of Great Britain and Northern Ireland to the United Nations and has the honour to refer to his note verbal UN 4/1 dated 1 February 1972 regarding the proposed appointment of a number of drug control advisers as a part of the United Nations World Plan for Concerted Action against Drug Abuse.

The Secretary-General now proposes to implement the proposal initially in two regions; namely, the eastern Mediterranean and South East Asia. Later, if funds are available, the scheme may be extended.

As regards the South East Asia area, 'the Governments to which the regional adviser will initially be accredited, subject to the agreement of the Governments concerned, will be: Hong Kong, Indonesia, Malaysia, Philippines, Singapore and Thailand.

A general description of the project is given in Annex 1 to this note..

this A more particular account of the adviser's`duties and responsibilities are given in Annex 2. It has been decided that the adviser shall not be a national of any of the countries in the region. It is hoped that he will be stationed at Djakarta and will be given facilities to travel in the region as necessary.

The Secretary-General would be grateful if Her Majesty's Government could indicate its acceptance of these proposals at an early date in order that the adviser may be appointed and take up his post by the end of this year. The Regional Representative of the United Nations Development Programme has been asked to furnish any further information that Her Majesty's Covernment may require.
