PROFESSOR TURNBULL: NARCOTICS PAPER.

Thank you for letting me see this. I suggest that you pass it now to Far Eastern Department, Hong Kong Department and United Nations Department (E & S Section. The subject of China's alleged involvement in illegal narcotic trading has been considered a number of times in the Office, and the view has been expressed that as far as can be ascertained the allegations are not true.

2. Miss Kazer was apparently told by Professor Turnbull that he is working on narcotics for the Home Office and the Ministry of Defence.
If so, it is somewhat surprising that he is apparently not aware that his account of China's involvement is not supported. He has made his charges, including the subversive use of the drug trade as a subversive weapon, in another publication "Chinese Opium Narcotics: A threat to the Survival of the West". Extracts from this (some of which appear in the paper given to Miss Kazer sidelined) were included in the editorial to the April 1972 issue of the magazine "East-West Digest". This magazine has been publishing reports for some years emanating from Nationalist Chinese
The editor is Mr Geoffrey Stewart-Smith MP to whom Professor Turnbull extends his thanks (page 14). The magazine is pro-Nationalist.

3. A quick reading of Professor Turnbull's paper and check with other material shows that some of his alleged facts and sources are similar to those in an article by Peter Huang which appeared in the Nationalist magazine "Issues and Studies" of March 1971, e.g. - on page 11 the reference to the Hong Kong Police Report in 1970. Although there is a disclaimer in the paper by the Home Office and Ministry of Defence about Professor Turnbull's views, readers may well believe that his views must have substance since the paper issues from the Royal Military College of Science. His connection with the College was noted in an article by Stanley Karnow in the Washington Post issue of
8 October 1972. If he really is working on narcotics for the two Ministries one wonders whether he has access to official reports and assessments about China's alleged involvement.
