NARCOTICS: PAPER BY PROFESSOR TURNBULL

1. Please see the attached paper on narcotics written by Professor Turnbull of the Royal Military College of Science, and the minutes accompanying the paper.

2. Professor Turnbull is unequivocal in his condem- nation of the Chinese People's Republic for being responsible for growing and distributing a large proportion of the world's illegal ade narcotics see the second paragraph on page 9 and the last paragraph on page 11.

3. I share Mr Brewer's apprehensions that a paper issuing from Royal Military College of Science should be so inaccurate and slanted, particularly when he apparently has close connections with the MOD and the Home Office. It would be interesting to know what circulation this document received. You may think it worth while passing the paper to Mr Train in the Home Office (he may of course already have seen it). wish to ensure a more balanced picture on the degree of Chinese involvement in illegal narcotics is given in the updated version (para 2 of Miss Kazer's minute).
