in revealing of true facts of Crimes in the Colony of Hongkong and its Police Force.

I, the undersigned, beg to apologize for taking the liberty of writing you this letter, Sir, as I am a volunteer of the II.K. Society and one who's
being most envied by the Commissioner of Police Mr. C.P. Sutcliffe of the

H.K. Police Force for knowing the full truth about their Crimes of Corruptions. But since I have great honour for your high prestige as Inspector General of the Colonial Police. I am being recommended to contact you, Sir, by my former Superior - His Supreme: Excellency The Marquis & Count de TOURDELNE, Sir (Dr) Edward P. McCarthy-Heyzer, Kt., K.G.0. and I've come to know that you're a
well-experienced and capable Authority of the Police Forces; and that you've had
great knowledges about the Chinese people in general.

I presume that since your visit to the Colony for the comprehensive re-
view of the II.K. Police Forces, and you've come to understand about the situation and crimes of corruptions involved with some of the police personnels; as Sir,
you are carrying a mission for the development of the local Police Force. The
bad situations and increasing of crimes is really affecting the people of the
Society and the safety and security for the Public. I, therefore, being a Life Member of The Royal British Legion H.K. & China Branch and a volunteer worker
of the H.K. Welfare Society beg for the privilege of making frequent contacts
with you in the hope of providing details of crimes occurrences with all involved
for your consideration. But I have to put with great efforts in investigatinge of
crimes and with great difficulties, because of the complicated situations and
characters among the people of the Society which has become a serious problems
for the Government and people concerned.
