13th February, 1973.

But during the past year of our investigations of crimes we find great difficulties due to much complications with people involved as all the sources of crimes are committed by men, and unless a thorough investigation is made with the co-operations of the authorities there might be some ways of really solving and diminishing of these criminal offences especially with the improving of and

arising of relations between Britain and China.

Honourable Sir, standing on the field of humanity, I beg for your kind consideration in granting me this request of offering you ame services regarding this matter, and kindly refer my past record of services with the H.K. Government

in the years during and after the war.
