I attach a copy of a rather strange letter which awai me on my return from leave this morning from the so- called Adviser to the Hong Kong Study Centre for Criminology and Legal Medicine.

2. Clearly it would be most inappropriate if I were to communicate directly with the author of the letter and you may wish a copy of the letter to be sent to the Governor, Hong Kong, for his information.

3. I would be grateful for your advice as to further action, if any, on my part.
