MR ALAIN ELLIS
1.
We have spoken recently about Mr Ellis' case. Mr Ellis duly called on Mr Royle today; I attach a draft record of the meeting.
2. You will see that in order to get rid of Mr Ellis the Minister said that he would ask you to look through the papers. Mr Ellis accepted this offer, and asked that you should consider whether the 1963 and 1965 inquiries could be regarded as full. The Minister said he would write to Mr Ellis in due course with your conclusions.
3. I think we are all agreed that there is no substance in Mr Ellis' allegations, although he presents them tenaciously and with some skill. It would be helpful, however, if you would look at the papers so that we can draft a letter for Mr Royle to send.
4. As we were leaving Mr Ellis asked whether he could have a copy of the record of the meeting. I did not encourage him to think that he could. If he renews this request my instinct would be to decline, although it is of course a purely factual record of what was said. Do you have any views?
