Mr Alain Ellis

1. Mr Royle welcomed Mr Ellis, who said he was

now employed in press relations. Mr Royle said that

he was only seeing him because he was his constituent.

He had read his letter with great care. Over the

years Mr Ellis' complaint had been looked into by

two Commissions of Inquiry in Hong Kong and also

by the Governor and by Ministers of different

political parties in Britain. They have not found

substance in his complaints. Mr Ellis said that

what was needed was a proper inquiry appointed by

HMG in the United Kingdom. Hong Kong inquiries were

not satisfactory

witnesses were not called and some

evidence was not taken. A hand-written letter which

he himself had submitted had been destroyed.

Mr Royle said that the Inspector General of

Colonial Police had recently submitted a report to

him on his visit in December to Hong Kong. He could

not find justification for allegations of corruption

significaue on any scale, although some cases were bound to

/occur
