1. Mr Ellis called on Mr Royle on 5 April. I attach a

2. At the end of the meeting Mr Royle told Mr Ellis that he

would ask Mr Macoun to look at the papers concerning Mr Ellis

to see if he could find anything which should be investigated

further. Mr Macoun has now done this. I attach his comments.

3. Mr Macoun has offered to see Mr Ellis in the hope of

convincing him that he is fighting a belated and lost cause.

I think we should put this offer to Mr Ellis. I attach a

draft reply to him from Mr Royle, with which the Overseas

Police Adviser and the department's Legal Adviser concur.
