Thank you for your letter of 6 April.
At my request The Inspector General of Colonial Police has now examined the complaints and allegations you made, which resulted in the 1963 and 1965 enquiries. He has told me that, while he is grateful for your offer to supply him with further documents, he found that the papers already contained your written allegations and complaints. After thorough examination of your case he has been unable to find any foundation for your allegations of maladministration and corruption of senior officers in the Force. He also considers that the enquiries to which you referred were adequate.
As for the general allegation of corruption, there is no doubt that the Hong Kong Government is tackling this problem vigorously. Police disciplinary regulations and administrative orders designed to deal with allegations of corruption in Hong Kong are the most stringent of all the dependent territories.
Nevertheless, despite his conclusions, the Inspector General has told me that, if you would like it he would be prepared to have a personal talk with you.
