I wrote to you on 4 May about the petition to

The Queen by a condemned man in Hong Kong,

Mr. Tsoi Kwok-cheong.

You will probably by now know that I advised

Her Majesty to grant a conditional pardon, commuting

the sentence of death to one of live imprisonment.

The Queen has now signed the Instrument of Pardon.
