I wrote to you on 10 May about the case of Mr. Tsoi Kwok-cheong in Hong Kong.
You will perhaps by now know that the Foreign and Commonwealth Secretary forwarded Mr. Tsoi's petition to The Queen recommending Her Majesty to grant à conditional pardon commuting the sentence of death to one of life imprisonment. The Queen has now signed the Instrument of Pardon.
