Thank you for your letter of 10 May enclosing

a copy of the Telex message which you had sent to the

Governor of Hong Kong about the death sentence on

TSOI Kwok-cheong.

Mr. Tsoi petitioned The Queen for the exercise of Her Residual Prerogative of Mercy. As I expect that you will now know, I recommended Her Majesty to grant a conditional pardon commuting the sentence of death to one of life imprisonment. The Queen has

signed the Instrument of Pardon.
