I am, extremely sorry to have to tell you that a number of very difficult internal and international

problems has forced on me a decision that I cannot

leave London in January. I must with great regret therefore inform you that I shall have to postpone

the visit to China fixed for early next month to

which I had so much been looking forward. I much

regret the inconvenience which this will cause to

you personally and to your colleagues and to all

those who have been involved in the preparations for

my visit.

I greatly hope that in the not too distant

future it will be possible to rearrange my visit since

I keenly await the opportunity not only to meet you

personally but to discuss with you the many problems

of common interest to both our countries.
