The abbreviation of the programme would be at the expense of the.. provincial tour in China and of the greater part of the visit to Hong Kong. We believe that both could be abandoned in the cir cumstances, although we do attach importance to the Prime Minister spending 5 or 6 hours in Hong Kong on his return journey.
In the event of the Prime Minister deciding that he might postpone the visit, I enclose a draft message to Chou En-lai.
