(5) (a) The development of the coverage of all

transmission systems to meet the requirements of

this licence shall be met by the establishment

of additional translators making repetitive use

(1)

of the frequency assignments allocated to the

licensee for translator operation.

(b) The licensee shall submit, in co-operation

with all other licensees, to the Television

Authority and the Telecommunications Authority

co-ordinated plans for the establishment of

additional translator stations for approval.

The licensee, in co-operation with the other

licensees, shall provide a common standby power plant at all

transmitter stations operated by the licensee, for use in the

event of disconnection from the public electricity supply systems.

(2) The standby power plant referred to in subclause

(1) shall have sufficient capacity to enable the continued

transmission of the services of all licensees.

(3) At all unattended transmitter stations ●perated

by the licensee the common standby power plant required under

subclause (1) shall be equipped with automatic start and

shut down facilities.

(4) All of the transmitter equipment operated by the

licensee at a transmitter station shall be designed to restore
