The ROA Kong Investment Co. must have come to an arrangement

This was

with the owners of the Chi Wan School to use their name in all dealings

with Education Department uniil permission had been given for the

construction of a new school. On 22nd October 1971 Special Branch

informed Education Department of the intended opening of the new school.

Education Department received a letter from the Heung To on 26th October

stating that a new school would be opened at N.K.I.L. 2690.

the first overt sign that the Heung To had bought the land and premises

in question. The Heung To know that there will be little difficulty in

having the six storey extension erected, for, providing they comply with

building and fire regulations, the Education Department is unlikely to

refuse them permission when the Chi Wan School has already been given

permission.
