Heung To Middle School Branch in Tse Wan Shan

On 17th October 1971 LI Shut-lung, Headmaster of the Heung To

Middle School announced to teaching staff that a new branch school would

open in Tey Wan Shan on 1st November 1971.

Special Branch enquiries

ascertained that the new school would be sited in an existing school

building on New Kowloon Inland Lot 2690 Sections A and E. Adjacent to

the school building on this Lot was a site already cleared for construction.

Further enquiries revealed that the premises had originally been those of

the Chi Wan School but that this school had ceased operation some time

previously.

Land Office records were checked and showed that N.K.I.L. 2690

had been purchased by the ROA Kwong Investment Co. Ltd. in April 1970.

The ROA Kwong Investment Co. is a small company set up in August 1969, the

director or the company and majority shareholder is TSANG Kam-cheung,

General Affairs Officer of the Heung To Middle School. Other major

shareholders are also staff of the Heung To, including the headmaster and

assistant headmaster. This land has, therefore, to all intents and

purposes been the property of the Heung To since April 1970. In December

1970 the ROA Kwong Investment Co. asked the Crown Land and Survey Office

if the lease on N.K.I.L. 2690 could be modified to allow the construction

of a six storey school building. In April 1971, prior to its suspension

of operation, the Chi Wan School sought and received permission from

Education Department to build a six storey new school building with modern

facilities. It is believed that it is this six storey building that will

be constructed on the cleared site adjacent to the existing school building.

It was not until August 1971, having received permission from Education

Department, that Chi Wan School announced that they were suspending opera-

tion and that the landlord I.3. the HOA Kwong Investment Co. would repossess

the premises.
