When the attached submission reached Mr Wilford he suggested a number of additions to the draft with, in particular, a new piece dealing with cotton textiles which he drafted on the assumption that we would in fact be able to persuade the DTI to move a little further towards the Hong Kong position. This piece is intended to go in in paragraph 14 after the asterisk at the foot of page 4.
