SPEECH BY MANDARIN
THE HOTEL
CONFIDENTIAL
SECRETARY OF STATE IN THE ON 14 FEBRUARY, 1972
I am delighted to be here and to see your
splendid city again. Hong Kong is an exciting
and fascinating place to visit. I have already had
a look around by helicopter and I will see more
this afternoon. As so often happens, my wife
has managed to see more of the sights than I have
and, I fear, has been tempted by your shops.7
But of course I was here for a very short stay in 1963
and so I have already experienced the feeling of
dynamic growth and energy which is the visitor's
main impression of Hong Kong.

But my main purpose in visiting you is to
meet and talk to as many of your people as I can.
It is right that I should see and hear for myself
what your problems and aspirations are [because I am
directly responsible for Hong Kong.

It is to me that
your Governor reports when an issue that affects your
interests needs to be brought to the attention of the
British Government. It would be strange/if you
in Hong Kong did not feel sometimes that we in
Britain, thousands of miles away, with many other
pre occupations, were not taking your problems
seriously enough. I can assure you
this is
not the case. The relationship between Britain and
Hong Kong is a very special one. I hope that my
presence here today will give tangible proof of our
