1. I regret that the attached draft submission has been delayed by the fact that the latest letter from DTI took 8 days to reach me - ie after I had deemed it necessary to visit DTI to collect a copy. I took the opportunity of this visit to discuss the submission and its supporting papers with Mr Shouler, the DTI officer designated to co-ordinate answers from the seven Divisions dealing with our questionnaire.

I have also shown the submission to Mr Newman of Marine and Transport Division and the draft below incorporates his views as well as those of Mr Shouler. Most points can be supported by written documentation: a very few arise from my discussions. In the welter of information now available the difficulty as in the art of painting is not what to include but how much to leave out. Below, therefore, you will find:-

a paper setting out the problems in "chart" form supported by extracts from documents on file;

a Departmental folder containing relevant British legislation.
3. I might add that the latest two documents from the DTI (ie the answers to our questionnaire) are in places devious and contradictory. For this reason the summary
was agreed with Mr Shouler.
