Sir Leslie Monson, who went on leave last night, told me before he left that he had only just received the final answer from the Dependent Territories Departments in relation to the suggestion in Mr Downing's minute of 24 March to you that the ceiling for Hong Kong might be raised from 200 work permits to 240.
2. The relevant minutes are below. Without asking you to read them, Sir Leslie Monson has asked me to say that he has no reason to object to Mr Downing's suggestion and that he agrees that the proposal should be put to the Home Office and the Department of Employment as proposed in paragraph 5 of Mr Downing's minute.
