any announcement of restrictions is therefore regarded as a matter of considerable importance by the F.CO. It is recommended that the announcement of restrictions for aliens should be coupled with whatever needs to be said about the

impending policy changes in the voucher schemes for Commonwealth citizens and UK passport holders in East Africa and elsewhere. It is also recommended that because of the Common Market interest the need should be stressed for adequate interdepartmental consultation on the timing and presentation of new restrictions in so far as they affect European workers.
