2. When it is possible to make an announcement of this grant I think it should take the following form

"I am glad to announce that Her Majesty's Government have recently offered Hong Kong a grant of £400,000 towards the cost of equipment for technical institutes in the Colony.

This will of course have to be cleared with Hong Kong as well as the DTI and the ODA, but we Phould take no action at present.
