1. A copy of the original submission to the Secretary of State is attached.
2. As a result of the Secretary of State's minute of 9 February, telegram No.147 was sent to Hong Kong last Wednesday. The terms of this telegram were agreed after considerable discussion between the two wings of the FCO and the DTI, involving Mr Royle, Mr Kershaw and Mr Grant. As things stand I do not think it necessary for the Secretary of State to see Mr Davies' minute.
It is,
however, possible that the Governor will come back raising points which may have to be submitted to the Secretary of State.
