Miss Ware also mentioned that, in Mr.King's minute of 17 February at (25) (which arrived here on the morning of 18 February), he mentions that it was decided by Mr. Kershaw that the Hong Kong Government should not be told of the approach to British industry for additional aid for this project. I see, however, that telegram No. 147 to Hong Kong does mention the intention.
