Mr. Royle saw P.Y. Tang from Hong Kong in his 19/2/7/ office yesterday morning. Sir Leslie Monson was also present.
2. Mr. Tang said that he was primarily in London to secure a Director for the Polytechnic. He had not so far been successful but there was several candidates he had to see.
3. Mr. Royle told him of Britain's decision, as conveyed to the Governor, to give £100,000 each to four technical institutes. Mr. Tang said he was extremely pleased with this decision and thanked Mr. Royle warmly for his efforts on Hong Kong's behalf. Mr. Tang agreed to keep the decision to himself for the time being until the Governor had had a chance to tell EXCO in Hong Kong.

In the course of discussion Mr. Tang mentioned a promise which he said Lord Shepherd had given to Hong Kong during 1968 for a sum of £1 million for aid. Mr. Tang said that he thought that the best way this might be spent would be on a new library for the Polytechnic on the lines of the library at Hatfield
Sir Leslie Polytechnic which he had just visited. Monson explained that this promise of £1 million had been mentioned before, but no one he had asked could ever remember its being given. P.Y. Tang was insistent that it had been. Mr. Royle said that we would look into it, and gave an assurance that we would look at ways in which the Polytechnic could be helped once the site and finances had been fully agreed.
