we shall be able to relieve such goods from tariff.
In answering any inquiries about this relief please make following
points:
1. It is only available to goods exported from CPA countries
at present subject to quotas (ie not Canada, Australia and
New Zealand).
2. It will only apply to cotton textiles at present
subject to quota restriction (ie cotton yarn and woven cotton
cloth and made-ups; not knitted cotton). Details of proposed
coverage of new tariff will be published shortly in Trade
and Industry.
3. Goods must have been exported from country of origin
on or before 31 December 1971 within present quota ceilings
for this year. DTI must certify that they are satisfied
of the date of export before relief is granted.
Certification will be based on evidence of the date of export
which has to be submitted in connection with applications to
DTI for import licences under the current quota controls.
4.
Relief will only apply to goods at present free of
duty (eg not to cotton textiles containing silk or man-
made fibre where these already pay duty).
5.
Relief will not apply to goods from any country outside
the CPA since these already pay import duty.
6.
All shipments of cotton textiles subject to quotas
from all restricted countries up to 31 December 1971 must be
within quota ceilings for this year. Import licences will
be required for these goods even though they do not arrive
in UK until 1972. DTI will only issue licences for goods
shipped under country quotas on receipt of export
certificates. Countries concerned should be reminded that
the need for these documents to be issued will continue
up to end of 1971.
