ARRANGEMENTS FOR ENDING OF QUOTA RESTRICTIONS ON IMPORTS OF

COTTON TEXTILES

My telegram No 3 of 30 October 1970 concerning quota restrictions

for 1971.

A new clause to 1971 Finance Bill tabled June seeks powers to

grant relief from new duty on Commonwealth cotton textiles shipped

under quotas on or before 31 December 1971 but not arriving in

UK until on or after 1 January 1972. The reason for this clause is

as follows.

Present quota restrictions on exports of cotton textiles to UK from

India, Hong Kong and global quota countries will be removed after

31 December 1971. New tariff on imports of cotton yarn and woven

cotton textiles from all Commonwealth Preference Area except Irish

Republic will come into force on 1 January 1972.

restricted CPA countries in transit at end of this year would

therefore be subject to both quotas and tariffs.

Under new clause
