COTTON TEXTILES:

TRANSITION FROM QUOTAS TO TARIFFS

The decision as to when to table the new clause for the Finance Bill is still pending, but if and when it eventually is tabled we think that it will be necessary to provide some briefing for overseas posts on the reasons for it in the general context of the ending of quota restrictions. I have therefore prepared a draft telegram to be sent around the world at an appropriate moment, but I would be grateful if you would first consider whether what we are proposing to say about import licensing arrangements is acceptable to you.

I am proposing to send the telegram to those countries which we have hitherto kept informed about our quota arrangements and I think that this list does cover all global quota countries with an important interest in the cotton textile trade. However, I am copying this draft to all Branches of CRE largely for information but also in case anyone wishes to suggest any additions to the list of addresses.

I am also copying this draft to the FCO for information but we

is to be tabled.
