RECRUITMENT OF POLICE INSPECTORS IN RHODESIA AND
SOUTH AFRICA
1. I trust you will accept advance apologies for the fact that these papers are returned for further consideration.
2. As you will see from the document. immediately below, I have had the temerity to disagree with the general consensus of opinion as to the advisability of Hong Kong advertising in South Africa for police recruits. I feel I owe you the explanation, therefore, that I base this disagreement on 26 years. African experience of which the last 7 years were in Rhodesia. Malawi and Mozambique and therefore closely related to Southern African problems. I have also visited South Africa on numerous occasions and, in the past few days before minuting on the subject, have consulted colleagues who served in South Africa.
3. In addition to fully appreciating as I have already said - that there must be excentions, I realise there is nothing to prevent former British passport holders from retrieving their British nationality. But I remain of the view that those who have bent their principles to the point of condoning a system as hatefully partizan as apartheid should not be encouraged to join a British organisation responsible for upholding the law impartially.
