RECRUITMENT OF INSPECTORS OF POLICE

FOR HONG KONG

1. I have no strong views one way or the other about Hong Kong advertising for recruits in South Africa provided they stipulate that only holders of UK passports will be considered. This would preclude most of those mentioned in paragraph 3 of your minute.

2. In my view such a trawl is likely to attract only those who have no strong colour prejudice, bearing in mind that there are some ex-colonial police officers, as well as ex-BSAP officers, who have found themselves in South Africa through force of circumstances and who do not necessarily agree with apartheid.

3. However, if the recruiting position in Hong Kong is not critical, to avoid misunderstanding and unsavoury comment, it may be better if they did not cast their net in these murky waters.
