Though this is not a matter for-Migration & Visa Dept.,

I agree with the comments contained in your

minute of 24 September. As far as South Africans are

concerned, I remember seeing certificates of citizenship which persons who acquired that citizenship were obliged to sign, and these definitely contained a statement to

the effect that they renounced all allegiance previously held to any previous ruler or state. Britons-acquiring South African citizenship thereby, to the South African

authorities at least, renounced allegiance to the Queen, even though this was not recognized by us as renunciation was not made before a British authority. I held a poor view of the quality of the Police in South Africa and I

should hope that Hong Kong could find a better source

for recruitment.

I have no knowledge of the Rhodesian B.S.A. Police but they presumably see no objection to serving a régime

in rebellion against the Crown.
