Thank you for your letter of 6 April.
You have set out your lens very clearly and I must now tell you what has been happening at this end.
2. When we heard after the Easter holiday that iss Tinman was concerning herself with your arrangements we were at first a little mystified; however we soon discovered why you had written to Miss Tinman and after some discussion among all those concerned it was agreed that we in Hong Kong Department should be responsible for making the detailed arrangements for your briefing. It has, I understand, been the practice in the past for the geographical departments in the
ependent Territories Division of the office to look after Governors when they have been at home. We are not therefore breaking new ground in your case. It will in fact be much easier if we have all the arrangements in our hands; we will in any case be heavily involved in the arrangements for your briefing whoever deals with the nuts and bolts of your programme. I have asked Ian Bell ( J Bell but known as "Ian") to be directly responsible for you and he will see that there is a room for you to use when you want one and a car if you need it. The Department as a whole is of course at your disposal (for some months now we have been building up a list of subjects which we think it would be useful for us to discuss with you).
