Mr Macoun (Overseas Police Adviser)

MR MACLEHOSE

1. I thought I had better confirm that I have now written to Mr MacLehose telling him that we have made an appointment for him to see you at 10 a.m. on Monday 3 May and that we thought it best that he should see you before he went to New Scotland Yard. As I mentioned on the telephone, appointments have been made with Mr PV Collier at 11 a.m. on Monday 3 May and with Mr P J H Candy at 10.30 a.m. on 4 May, I understand that you already have a copy of the letter Mr MacLehose sent to Mr Collier on 6 April. I am not sure however if you have also got a copy of his letter to Mr Candy. In case you have not, I am attaching one.

2. You may also care to know that in a draft outline programme I have had from Mr MacLehose he has set aside 3 days in late June or early July for briefing on traffic control. Under this heading he has 4 contacts - Mr Candy, Mr Anderson of the Roads Research Laboratory, Mr Dennington, the Traffic Commissioner of the GLC, and Messrs Scott Wilson Kirkpatrick & Partners. He has also set aside one day for police administration and under this heading he has down your name and that of Mr Collier.

3. If there is any further information you would like from us would you please let me know.

I am sorry that through an oversight you were not told earlier about Mr Machehose's plans (so far as they are of concern to you) for preparing himself for Hong Kong.

15 April 1971

E O Laird

Hong Kong Department
