I presume the Hong Kong Government will have informed Mr. Rippon of the proposal by a group of local trade and industrial organisations to make representations to him through the Chinese Manufacturer's Association concerning the effect on Hong Kong industry of Britain's joining the Common Market.

I enclose cuttings from the two English language

newspapers about this question.

In the Secretary of State's telegra of 19 August to the Governor he enquired what questions other than about the Common Market are likely to be put to Mr. Aippon by the local press. I agree with the Governor's reply that it is difficult to predict what they are likely to ask. They are liable to go off at a tangent and ask who the next Governor is going to be, or why the British Government takes so little notice of Hong Kong or almost anything else which comes into their head. How ever, two fairly topical questions which may well be asked Антван

are about the United Kingdom dispute with Singapore over aid landing rights which, of course, affects not only 3.0.A.C. but,

even more directly, the Hong Kong firm of Cathay Pacific

irways, and the threat to the Hong Kong textile industry of the recent American legislation aimed at restricting further imports from Asian countries, including Hong Kong.
