15. GENERAL RECOMMENDATIONS

Berths

15.1

That:-

(a) They should be four in number i.e. two in Stage 1 and one each in Stages 2 and 3.

15.2

They should have a minimum depth of water alongside of 35 ft. but be designed to allow future dredging to give 40 ft.

Their length should be 850 ft. at least but be capable of taking 950-ft. ships if required.

A model study be made to determine the degree of interference by swell which is likely to occur to container operations.

That:-

(a) At Berth No. 1 it should be constructed as a piled concrete structure with a concrete-

block seawall to retain the reclamation.

(b) It should be constructed as a cellular structure using steel sheet piles at the remaining

containership berths.

(c) It should be constructed as a precast concrete-block wall at the lighter berths.

(d) It should be designed to allow 50-ton capacity container cranes to be used.

(e) It should have fendering and mooring facilities to restrict containership movement

alongside.

Reclamation

15.3 That:-

(a) This be carried out by using material from four borrow areas reserved for this purpose. (b) In front of the existing breakwater the soft-clay layer should be reduced by dredging

before reclamation to lessen settlement.

(c) A layer of decomposed granite should be dumped on the seabed prior to reclamation. (d) Behind the existing breakwater sand or paper drains should be installed to reduce

settlement.

(e) In front of the breakwater, mixed soft material and rock be dumped.

(ƒ) Behind it, soft material only be used to allow sinking of vertical drains and future

piling.

That:-

(a) Each berth should have a working apron of 100-ft. width backed by a container-

marshalling area and a packing station.

(b) 900 ft. of lighter berths be provided in the first stage and that future stages include

sufficient facilities to meet requirements at that time.

(c) Access be sited on Kwai Chung Road and be by flyover.

(d) A workshop and offices be provided for Stage 1 and further facilities be constructed

if the need should arise in Stages 2 or 3.

(e) Allowance be made for future expansion to the north west if extra area is required

and to the south east if additional berths are needed.

(ƒ) If required, a vehicle-ferry berth be constructed.

(g) The proposed rapid-transport railway line be adjusted to allow the maximum clear

area of land for the Terminal.

(h) A desalination site be allowed for at Tsing Chau with a layout which incorporates

lighter berths for the Terminal's use.
