Stages of Construction
15.5
That:-
(a) A minimum of two berths be constructed in Stage 1.
(b) Stages 2 and 3 should be built as and when the need arises.
(c) Stage I should be treated as a firm proposal while Stages 2 and 3 should be left flexible
to allow variation in scope and layout.
(d) Stage 1 be constructed in two phases so that the first berth can come into operation
in a minimum of time while the second berth is being constructed.
Method of Operation
15.6
That:-
(a) Container cranes capable of lifting 50 tons be used.
(b) Straddle carriers be used to take containers to and from the marshalling area and the
packing stations.
(c) Alternatively, tractors and trailers be used in conjunction with transfer cranes at
the marshalling area.
(d) Containers should not be stacked more than 2-high because of typhoon hazard and
loading problems.
(e) Area be provided initially to allow sufficient packing sheds to be built to pack and
unpack 60% of all containers at the terminal.
(ƒ) Only two cranes should be provided for Stage 1 in the first instance. Additional
cranes to make a total of 2 per berth could then be ordered when required.
(g) For maximum throughput the berths should be operated on a common-user basis. If this is not done it is unlikely that the proposed berths would meet the forecast demand.
Tendering
15.7
That:-
(a) International tenders be called for the whole of the construction of the Stage 1 quaywalls and reclamation. The contract should include for the dredging of the approach channel and berths, but not for the access flyover or the terminal buildings. These should be the subjects of separate contracts.
(b) Contractors should be given the opportunity of submitting alternative tenders based on their own designs to enable them to use any different form of construction which they may specialise in, or to bring to the work any expertise they may have gained from experience elsewhere.
(c) To assist them in assessing the merits of any alternative designs, they may see the alternatives considered before making the present recommendations. These are given in Chapter 7 together with a list of the advantages and disadvantages of each type. The tender documents should state the maximum time for completing the contract. This would enable contractors who are capable of high-speed construction to quote a shorter time in their tender.
(d) The equipping of the terminal with quay cranes, straddle carriers etc. should be carried out separately and would depend on the method of terminal operation and the terms under which shipping companies would wish to operate.
Special Conditions
15.8 That should the development of the Terminal be carried out by private enterprise with Government's participation limited to granting the necessary area of land and seabed, the conditions laid down should include the following requirements:-
(a) That the area be used solely for the purpose of constructing a container port suitably
equipped to cater for any containership likely to visit Hong Kong.
(b) That the construction of the first two berths should be completed within a period
of 34 years from the date of signing the agreement.
